Oversight of higher education has expanded to the point of undermining the ability of colleges and universities to function in a dynamic economy, testified Vanderbilt Chancellor Nicholas S. Zeppos before the U.S. Senate Health, Education, Labor and Pensions Committee Feb. 24.
